The HOCOSA sizes are unisex, and the sizing is a correlation with your child's height in centimeters.
At 18 months, your child could likely fit into either the larger of the "baby" sizes or smaller of the "child" sizes. The child sizes run slimmer than the baby sizes.
Size 86/92 fits 12-24 months, with 92 cm equalling about 36.5 inches.
If you'd like to go with the children's sizes, you might try going up to size 104 - I find this is a very flexible size, fitting younger kids than intended, if they are still in diapers, and then as the child grows in height and slims down, the extra length kicks in. If they are too long, the cuffs of the pants can be folded up to shorten the pants.
