They could, if need be, but because the edges have a sewn seam, it's better to order the size that best fits your foot.
They are quite flexible, and although they might feel "puffy" in your shoe the first day, they will flatten and form to your feet after that, so that if the size is slightly "off" from your shoe, they will typically form into place and fit securely. I find it's better to have it slightly larger than smaller - they will fit more securely if larger. If they are smaller, they might slide out of place if the silicon strip becomes covered with lint (more likely to happen if you remove them from the shoes between uses, rather than just keep in place).
